Tender Invitation for Evaluation Report on Casework Service Impact
Introduction
Hackney Foodbank is inviting tenders from suitably qualified and experienced consultants or organisations to undertake an independent evaluation of our casework service. This service provides tailored support to individuals and families experiencing poverty by addressing its root causes—such as debt, housing insecurity, unemployment, and lack of access to benefits and services.
2. Background
Our casework service operates across Hackney and offers intensive, person-centred support to residents facing multiple, complex challenges. The service aims not just to alleviate immediate need but to create long-term, sustainable pathways out of poverty. Since 2022, we have supported over 600 individuals, and we now seek a robust evaluation to understand our impact and improve future delivery.
3. Purpose of the Evaluation
The primary objectives of the evaluation are to:
Assess the outcomes and impact of the casework service on visitors’ lives.
Identify which elements of the service are most effective in addressing the root causes of poverty.
Provide evidence of impact to support future funding applications and strategic development.
Offer actionable recommendations for service improvement
4. Scope of Work
The evaluation should include, but not be limited to:
A review of relevant service documentation and data.
Qualitative research including interviews and/or focus groups with visitors and caseworkers.
Quantitative analysis of outcome data, where available.
An assessment of the service model and its effectiveness in achieving long-term outcomes.
A comparison with best practice or similar services, if applicable.
Production of a final evaluation report with an executive summary and key recommendations.
5. Deliverables
Inception meeting and agreed work plan.
Interim findings presentation.
Final evaluation report (approx. 10,000–15,000 words) with clear conclusions and recommendations.
Executive summary suitable for public dissemination.
6. Timescales
Deadline for tenders: 22nd August 2025
Appointment of contractor: 1st September 2025
Project commencement: 8th September 2025
Interim report due: 20th October 2025
Final report due: 28th November 2025
7. Budget
The available budget for this evaluation is up to £20,000, inclusive of all expenses and VAT. Proposals should include a detailed breakdown of costs.

Interested applicants should submit a proposal of no more than 6 pages, including:
An outline of the proposed methodology.
Relevant experience and examples of similar work.
CVs of key personnel.
Timeline for delivery.
A breakdown of costs.

Relevant experience and expertise (30%)
Value for money (20%)
Proposed timelines and feasibility (10%)
10. Submission Details
Proposals should be sent by email to Pat Fitzsimons at pat@hackneyfoodbank.org with the subject line “Tender Submission: Casework Service Evaluation” by 5pm on August 22nd 2025.
